Guardian 1.0 (NET Software)

Guardian calls up a host's own resident Hostile ICE Construct (HICE)
and sets it against a targeted runner.

While you are connected to a NET host:

    run Guardian 1.0 <runner>

A successful attack activates the first configured HICE on that
runner's current host, if one exists and is not already active. If
the host has no HICE configured at all, Guardian refuses outright.
Guardian does not redirect an already-active HICE's own future
retaliation specifically at your target.
