Cutting Someone Free of Polymer Restraint
Some less-lethal weapons (polymer restraint grenades, 40mm rounds, and
12-gauge rounds) deploy hardened resin that locks a target's entire
body in place -- they can't move, attack, or throw anything until it
comes off.
The restraint wears off on its own after a fixed time depending on how
it was delivered. The only other way it comes off is someone else
cutting it away:
free <target>
You need a wielded edged weapon in hand -- a knife, sword, box cutter,
or anything else sharp enough to sever a limb (see help sever).
A restrained character cannot cut themselves free; someone else has
to do it for them.
