Use who to list reachable, active IC Citizens with functional online
LinkComs in CityNet coverage. A public title augments your Character name;
for example, Bob with the title Mr. appears as Mr. Bob. A title that already
contains the name is not duplicated. Idle time and public tags are also shown.
Staff and OOC Characters are excluded, and CIDs remain private.

Use @my title <text> and @my tag <text> to edit your public listing.
Use @my title clear, @my title is, or the equivalent tag command to
clear a field.
