LinkCom and CityNET

A LinkCom is installed physical/cyberware equipment providing personal access
to the local CityNET communications network.

Having a LinkCom does not automatically mean you have service.

Three things matter:

    the LinkCom exists and is functional
    your LinkCom network presence is online
    the current location has CityNET coverage

Inspect state with:

    com
    com status

Control network presence with:

    com on
    com off

When functional, online and within CityNET service:

    who

shows Citizens currently advertising LinkCom network presence.

This is an in-character city-network directory, not a raw list of logged-in
Accounts.

A working LinkCom standing in a coverage dead zone still has no CityNET
service.
