Radio Communication

Radios are physical devices rather than a global OOC channel.

Transmission requires an appropriate usable radio and tuning.

Radio traffic can preserve voice-recognition behavior, so a
listener may identify a familiar voice even without seeing
the speaker.

Worn and held radios participate in normal equipment state.
